The quest isn't given by any NPC there but it's on the quest panel that's on one of the sides of the chapel

This quest must be handed ini right in front of the Karazhan Crypts in the Deadwing pass to Deceased Adventurer at around /way 40 73

Full guide for the Karazhan Crypts prequest:

Step 1: Accept 'For Gold and Glory!' at the Bulletin Board next to the Light Hope Chapel entrance
Step 2: Return 'For Gold and Glory!' at the entrance of the Karazhan Crypts (Deadwind Pass, around 40,73, so near Karazhan on the map). Accept 'No Ordinary Shadows' from the same NPC
Step 3: Return 'No Ordinary Shadows' at Agent Keanna in the north of Deadwind Pass around 52,35. Accept 'Seeking Survivors'
Step 4: Go to the cave entrance at 60,75 in Deadwind Pass, walk all the way to the end to the NPC in the cage and return 'Seeking Survivors'. Accept 'To the Rescue'
Step 5: If it's very busy (which it is right now at the start of the content), someone will find the key and open the cage door eventualy. Just stand at the cage and the quest will complete automatically. No need to be grouped. Else, I think you have to find the key on mobs outside
Step 6: When 'to the Rescue' is completed, go back to the camp of Agent Keanna in the north and return the quest at Harrison Jones
Step 7: Let Harrison talk and return the quest again
Step 8: Accept 'The Hypothesis' which requires you to gather three components:
- Flame of Life - Looted from Elite Dragonkin in Grim Batol.
- Ancient Ironwood Branch Ancient Ironwood Branch - Found within the Demon Fall Canyon Dungeon. (or from the Tree boss in Dire Maul West according to Aggrend)
- Enthusiastic Wisp Enthusiastic Wisp - Located in Darkwhisper Gorge, Winterspring. All the way in the south, 52,90.

Is this for Classic only? I'm on retail level 80 at Lights Hope Chapel and there is no quest on the board or popping up anywhere.

Just a fact: it seems like the missing part of the poster is Scrap of Parchment
We find it with the Violet Satchel on the corpse of one of the Crypt Dwellers inside the Crypts.

It appears as if someone was looking to hire adventurers to recover something valuable from the Karazhan Crypts in Deadwind Pass. You can't be sure who posted this flyer or where to find them, but the idea of a considerable reward from a well-established and deep-pocketed organization such as the Kirin Tor, as well as a cache of hidden treasure up for the taking is an admittedly interesting prospect. Travel to Deadwind Pass and investigate the Crypts behind Karazhan tower.
