Where is the Bonfire base where I deliver this?

You can turn in the quest in Ashenvale on coords 39 67. You can only turn it in during active Battle for Ashenvale, so I recommend to run there before it starts.

As of the Dec 14 hotfixes:

The Priestess of the Moon Felore Moonray and Far Seer Kazragore are now spawned in Ashenvale while the Battle for Ashenvale is inactive, and are available to turn in quest items. Felore Moonray can be found in the inn in Astranaar, and Kazragore can be found in the inn in Splintertree Post. During the battle, they will move to their respective battlefield positions.

You can only get Silverwing Sentinel Charm that starts this quest if you have already used your Warsong Battle Drum.
It doesn't work putting in the bank.

Quest repeats weekly - You can't get the item that starts the quest if you already have it in your inventories, have the reward or the buff.
Gives 1000rep, even after revered. Its the only way to get rep after revered in ashenvale.

This quest can now be handed in outside of the event, inside the Splinter Tree inn.

UPDATE: Blizz upped the quest level to 40 and now it gives full rep again. Enjoy free exalted in 5 months.

Rep earned decays with level:

30 or less = 1000
31 = 800
32 = 600
33 = 400
34 = 200
35+ = 100

I just got 100 rep from this at lvl 50. No idea if bug or intended
