It appears that when he arrives at SW, he causes General Marcus Jonathan to disappear from his post by the statue of Turalyon and join his guards kneeling at the sides of the bridge. This can be annoying for low-level players who are trying to turn in the quest Messenger to Stormwind. It can take quite a while (<20 minutes) for General Marcus Jonathan to return to his post and be willing to talk again.

at the SW entrance if you are looking out to goldshire you will have sqire rowe on your left
speak to him and he will ride off and get Reginald Windsor who will come back so you can hand in and carry on :)

So you don't have to participate in the battle, you can let the battle play out as suggested by others. If you fail the quest.. like i did (rolls-eyes).. you can re-do this quest by going to Squire Rowe again. You don't need to "abandon quest".
