Which is best? A fast weapon, or a slow one? The stickie that gives the deep wounds build indicates that a slow weapon is better, since dw works on the avg weapon dmg - which is generally more on a slow weapon. But when I searched the forums for a thread specifically relating to this question, the general wisdom was that a fast weapon was better; but that thread was also about a year old... I also have to take into account that I'm typically grinding solo, and am not doing anything currently in instances.
So - what is the general wisdom now? Typically I prefer a fast weapon - I've always considered it better to have more swings, so that each possible miss doesn't affect your avg dmg output as much and accept the fact that your crits will be less, but balanced against the possibility of critting more. I found out that I was hugely mistaken about the utility of Sunder Armor, so maybe, once again, I'm way off base... :)
you mentioned the "deep wounds build", which makes me think you're talking about a tanking spec. if that's the case, a fast weapon is always better than a slow weapon in raids because you can heroic strike more.
for soloing, a slow weapon is probably the way to go for bigger deep wounds procs.

Abilities that do damage based on weapon damage are normalized. I could go quoting some fancy math junk but trust me: go for the most damage per second weapon you can find.
Only execption might be dual wielding 2h as fury. Then, if possible, two weapons wih different speed are better since you will get a nicer flow of rage instead of chunks if your weapons are of the same speed. However this doesn't justify using a 'sucky' weapon just to gain this benefit as it will hurt your dps.

Normalization only affects the AP contribution to instant attacks. Raw weapon damage itself is not normalized, so a slower weapon will generally make instant attacks hit harder.

For the DW build you referenced its actually quite complicated and is somewhat based your rage situation. If you have enough rage to use Heroic Strike every or almost every attack then a fast weapon is, IMHO, better. I think this has been shown to be greater TPS then the advantage of slightly bigger devastates and bigger deep wound procs associated with a slower weapon. If you are in a situation where rage is preventing you from using HS frequently then a slower weapon will usually edge out the faster one on TPS.
When single-target tanking, deep wounds doesn't favor slow weapons much at all, and nowhere near enough to outweigh the massive increase in heroic strike threat and efficiency from a faster weapon. The reason is that your autoattacks will be happening more often and thus critting more often, resulting in a larger number of deep wound procs (which partially balances out the fact that each individual deep wounds proc will do less damage).
