During the Season of Discovery Phase 5 PTR, Blizzard announced that players should hold on to their
from Phase 3, as new items would be available for purchase. While the Emerald Wardens sold bags of trade goods during the PTR, it appears that these new items did not make it into Phase 5.

Firelands Embers and Emerald Chips now stack to 2500.
Developers’ notes: Hang on to these currencies, as new items will be made available for purchase in the next major patch.
The Emerald Wardens are a faction that was introduced to Season of Discovery in Phase 3, as part of the Nightmare Incursion events. The bags that they sold during the PTR contained many herbs and enchanting supplies, which were contentious because the Nightmare Incursions hadn't been current content since Phase 3, and many players had deleted any leftover currency. However, since the discovery of

on the PTR, others have started to sell off certain trade goods, expecting a price drop in Phase 5.
This week, many players have been checking the Emerald Warden vendors looking to purchase these bags and questioning why they were nowhere to be found.
This mystery appears to have been solved per a discussion in the
Paladin Community Discord server
