The following information has been provided to you by the shaman community over at the Shaman Discord.
(I'm simply parroting a lot of info posted by Gambler <glue eater> on the Shaman Discord)

Requires level 45 (to accept the quest)
Accepting each Note quest will give you a Sapta (potion like thing)

Smudged Shaman's Note: Drops from Blisterpaw Hyena / Glasshide Gazer in Tanaris
Run to 62, 64 and drink earth Sapta, kill the mob
Pick up Answering Earth's Call from the new mob that spawns.

Charred Shaman's Note Drops from Magma Elemental in Searing Gorge
Run to 24.2, 72.8 for Spirit Rock, drink Sapta kill mob
Pick up Answering Fire's Call from the new mob that spawns.

Torn Shaman's Note Drops from Green Sludge / Jade Ooze in Hinterlands
Run to 51.0, 46.9 for Spirit Rock, drink Sapta kill mob
Pick up Answering Air's Call from the new mob that spawns.

Waterlogged Shaman's Note drops from Haldarr Satyrs in Azshara
Run to 14.8, 49.9 for Spirit Rock, drink Sapta kill mob
Pick up Answering Water's Call from the new mob that spawns.

On the west coast of Feralas, kill Sea Spray / Sea Elemental for Elemental Essences need 12 total, but since they're quest items you can only have 3 at a time. Turn in 1 of the 4 quests at ~ 35,32 in Feralas and then repeat farming the quest items. (Quests: Air / Earth / Fire / Water)

Upon completing the 4th call quests, the Twilight Dark Shaman (level 50 elite) will spawn, kill him and loot the Overcharged Rune.

I'm seeing many people with the same issue of endlessly farming the slimes and never getting the notes to drop. Happened to me was farming over several days over 9 hours and thousands of slime kills, never got the drop. Decided to just give up and try to go to the final turn in location and hope i could get into a group doing the final boss.

When i got to the turn in, noticed the air elemental was already spawned. Apparently i'd completed the quest in Hinterlands while leveling without realizing it was part of this chain, so when i went back to get the rune I'd already completed the slime portion without realizing it.

So if you're struggling to get any of the drops like this.. go to the pillar where you'd talk to the elemental after getting the note. If the elemental is already spawned, that means you've already completed that portion of the quest.

Hope this helps other not waste hours uselessly farming something they've already completed.
