It seems like the drop is personal loot from the nagas.
Even if 1 party member gets 2, its not lootable by other party members

Can confirm that this just dropped off the Hatecrest south of Feathermoon on the same island. Right near the water. I didn't go to Dread Isle. Dropped after 2 kills. Also FYI I just continued killing these naga after looting the voidcore for about 10 more kills and had the Shadowy Figure spawn. Good luck!

3rd kill off a level 32 satyr in NE Desolace, maybe just any mob that gives XP?

Dropped off my first Hatecrest Siren kill, still have professions at < 175

Also got the Mote of Darkness after around 10 gorilla kills in STV

Extremely buggy quest, as you can see from other comments. I spent 3.5 hours grinding these naga -- only to have people come and go and get it within 5-8 kills.

What fixed it for me: I exited the game, deleted my Cache folder, and then relogged. It then dropped after 4 kills.

Sad -- but not unexpected from Blizzard.

Seems to only drop from naga females, not males so avoid Hatecrest Warrior and Myrmidon.

Farmed 60-80 Naga's on south island and nothing... 1st naga north island dropped...

in the island just south of feathermoon there's a cave absolutely FILLED with these naga, 60% are sorceress, screamers and sirens. dropped mine just outside it and dropped another 8 while helping another player get theirs.

Drops off Daggerspine Sorceress in the Pirate Cove wrecks in Arathi Basin, I drop two in 5 kills in no time at all, easier to kill than Feralas, this happened by accident while I was doing the quests Deep Sea Salvage, Sunken Treasure and Drowned Sorrows.
