Well I don't know if it ever was only for Horde, but with the addition of Silithus I was able to get armor plans for HEAVY SCORPID ARMOR from a Silithus NPC. I am a lvl 58 hunter and I never did the Tribal leatherworking quests until now... but I needed to make some of this armor for the quest. So... I guess its just part of the ever-changing World Of Warcraft.

The following quests can be picked up from Craftsman Wilhelm at the Light's Hope Chapel in the Eastern Plaguelands by completing Omarion's Handbook which you get from Master Craftsman Omarion.
He's trapped in a cage in the first room of trash in the Deathknight Wing inside Naxxramas.
With a skill of 300 and high enough reputation, you will be able to choose from a total of 13 different patterns depending on your professions: Tailoring (4), Leatherworking (6) or Blacksmithing (3).

Patterns / Plans doesn't exists, all of them are taught by Master Craftsman Omarion in Naxxramas
