Quick question, is the only repeatable quest the Runecloth one? Are we able to just repeat the wool donation until revered or something?

In Classic, the Additional Runecloth quest is only rewarding 50 reputation. Thus making it 9600 cloth required to go from revered to exalted.

All four quests only reward 150 repuation, not 350 for mageweave and runecloth. Also, some of the experience rewards are lower than the ones listed in the table.

This Guide is unfortunately pretty useless as a guide for Reputation > Cities. I expect a city reputation guide to include all ways one can increase one's reputation with a city faction, and not just by cloth.

doing all turn ins for all four factions netted me 25% of my level at level 57.

As there doesn't appear to be a Classic TBC version, I just handed some of these in on my level 68 orc hunter, which had reached revered reputation doing quests during Classic.

For 60 wool, I got 350 rep 380 exp.
For 60 silk, I got 350 rep and 950 exp
For 60 mageweave, I got 350 rep and 1900 exp
For 60 runecloth, I got 350 rep and 3800 exp

Finally, the repeatable quest "Additional Runecloth" lets you hand in 20 for another 75 rep each time.

I would recommend to play AV for Cities reputation. After exalted with IF, you are starting to get reputation with other cities. It's possible to get 1k in one game if you collect all trash itmes from players/mobs and then do all repeatable quests.

This quest reward is changed for WOTLK to equal 350 rep for the first 4 turnins and then 75 for every 20 runecloth after.
