Neither; Shadow consumes the Light and Light burns away Shadow. Every game where they make it a point to use it, the Shadow beings are always in near constant war with the Light ones.

Shadow isn't an 'element' (defined somewhat liberally), it's the absence of light.
But having said that, who doesn't play both at some point or another?

In most video games; the Light Element is drawn from the Divine source of that Universe: be it angels, Gods or what have you while the Shadow Element is the reversed; comes from Demons, Monsters, the Darkness what have you. Some games, like the Shadow Heart series actually has you calling on aspects of both sides, and these two, in addition to Fire, Water, Earth and Air, make up the World around them.
Though, in some religions/beliefs, there are the 10 Elements:
Earth against Air
Fire against Water
Wood against Metal
Thunder against Ice
Light against Darkness/Shadow
So, really, no power is greater then the other; as I said above: Shadow consumes the Light and Light burns away Shadow; similar to how Water can douse Fire but Fire can scour Water(turn it into steam).
