Anything that you can buy nowadays with a standalone video card will run WoW easily.
I'd still suggest building your own, however. It's not difficult and it's much cheaper.

I would not recommend water cooling if you're not familiar with the inner workings of a computer. It might work great but too many times I've seen problems with the pumps and whatnot.
Edit: Other than that it's basically like my current 2.5 year old system, runs WoW just fine on Ultra
listen to this, you can buy a basic dell desktop and upgrade the video card for under 100 and have a comp that can run on high settings. I have 3 dell laptops, 2 are inspiron series with just upgraded ram and they run wow just fine on medium settings, my xps can run it all on high. Hell my friend bought a brand new e-machine and he can run 25mans on high settings with it and that thing only cost him like $500

gives you a nice guide on what you can get atm for the best money. I used the Nov/Dec edition of 'What to Buy Now' and that cost me ~£400 and I am now with a machine that I built myself (no previous experience and with a bit of help from a friend) and can run WoW on Ultra and do fine in 25-mans. Heck, I'm running CoD4:MW2 close to max settings.

Video cards aren't the bottleneck in WoW.
It's the CPU, and even with a great CPU WoW has poor FPS.
My system is:
Radeon HD 5870
Intel i7 920 (running at stock, i need to try some overclocking on it)
6 GB DDR3
and I annoyingly still go down to 40fps in some places.
My old PC (Intel Q6600 @ 3ghz, 8800GTX, 4gb DDR2) runs WoW pretty much as well as my new one.

Gaming PCs will use higher end hardware, potentially overclocked, which runs hotter and has much more specific power requirements.
Most companies who pre-build computers want to advertise computers with high end GPUs/processors but also be able to advertise a low price. The way they do this is by using cheap cases and power supplies (and cheap ram which can't really handle any overclocking). Cheap cases cause overheating... which results in BSODs and freezing. Cheap power supplies lead to inconsistent power flow on full load... and BSODs. Cheap RAM means that any overclocks (Which some of these companies offer as a feature...) will likely result in system instability.
That and the fact they use stock CPU coolers make pre-built "gaming" PCs generally less stable than average office PCs.
You really are better off building one yourself, because you know exactly what you're getting.
