Justice Points in Pandaria?

Hello,
I'm unsure if I am understanding Justice Points properly. I have 4000 JPs but at level 86, questing in Pandaria I read that the quartermasters here all trade in Valour Points. Is there any point to Justice points once past level 85 or am I missing something obvious? Is there a Justice Point vendor somewhere? Also, do they cap at 4000pts or is it coincidence that I'm sat at such a round number.
Cheers for any help, I don't want to waste them, but I am a little puzzled...

JP caps at 4k, always has.
The faction vendors do sell items at Honoured for JP; but those items are for level 90. Pretty much till then you are just sitting on the JP; if you have anything you wanted to get for transmog, or want the Black War mounts, can start spending the JP.

Cheers, that is just what I needed. I guess it's probably best to pick up BoA items for an alt or two instead. With that in mind, will I find the range of BoA items at the Stormwind JP vendors or do I need to travel more widely? I have a lowbie Warlock that I could perhaps fit out with some BoA gear but I wouldn't know where to start as I've not been down that route before.

You can also spend the JP on upgrades to none epic items. I haven't done a lot of research here but you can upgrade blues that are 450. Even if your not 90 you can buy the items that you believe you will need and apply upgrades if you have additional JP to spend.

You can also get ore, cloth, herbs etc.. from a JP vendor with Justice points. Worth trading sometimes, if you don't have anything else to spend them on.

You can also use it to upgrade blues, handy for BoA archy stuff like

Speaking of which, do item upgrades persist on BoA items that are sent to other characters? Are they like enchants and stay, or like transmog and get wiped?
