1. Acquire an Explorer's Soul by defeating a mob while channeling Drain Soul.
-Explorer's Soul will teach spell Explorer Imp

2. Find a Fel Portal (known as Fel Rift, Fel Crack, Fel Sliver, Fel Tear, or Fel Scar depending on the level range)
-Summon Explorer Imp while standing near Fel Portal and right click to receive a dialogue option to send the Imp in to the portal.
-You will receive a buff called "Imp on a Mission" which will prevent you from summoning the imp again for a few minutes while he explores.

3. After 10-20 minutes the Buff will dissappear and the imp will reappear next to you, or you can resummon him.
-Speak to imp to receive rewards.

This is speculation on my part:
Since each type of Fel portal (and its name) is dependent on the zone's leveling range, I believe this Fel Portal (Faille gangrenée, the highest type of Fel Portal) will be located in Gangrebois (Felwood) and Steppes ardentes since those are highest level zones that are still within level 50 and has Demon NPCs in it.

Cicatrice gangrenée is the second highest Fel Portal and it can be found in Feralas(lvl 40-50), Azshara(lvl 45-55), and Blasted lands(lvl 45-55).

Gangrebois (Felwood)'s zone starts at lvl 48 (which is 3 levels higher than the start of the Fel Tear zones) and ends at lvl 55.
Steppes ardentes's zone starts at lvl 50 (which is 5 levels higher than the start of the Fel Tear zones) and ends at lvl 59.

1. Locate and send your Explorer Imp through a Fel Rift (located in Burning Steppes or Eastern Plaguelands).
2. There is a chance your imp will return with Legion Portal Tuner (5 Charges).
3. Use the Legion Portal Tuner on a Fel Scar (found in Azshara, Blasted Lands, or Ferales).
4. Fel Scar will change in to an Otherwordly Portal, send your imp through.
5. There is a chance your imp will return with a Portal Tuner Tuner.
6. Use the Portal Tuner Tuner to turn the Legion Portal Tuner in to an Overcharged Portal Tuner.
7. Use the Overcharged Portal Tuner on a Fel Scar (found in Azshara, Blasted Lands, or Ferales).
8. The Fel Scar should turn red, send your imp inside one last time.
9. Your imp should return with the Rune of Decimation.

*It is possible to form a group or raid and send all of your imps through a portal at the same time before the portal disappears.
*It is also possible for all group members to send their imp through a red portal as long as one of the members uses the Overcharged Portal Tuner, thereby skipping steps 1 & 2.

It was at 29,50 43.81 in Burning Steps
It is directly below the bridge, I was super surprised by my unitscan trigger

I just added the Wowhead data for Fel Rift to the Rarescanner addon. More will be added when data get's updated. Data string includes every previous Fel portal locations

To import: Open the settings window for Rarescanner, Go down to Custom NPCs, Click Import NPCs, then paste the string.
