Artifact Weapon Transmogs Broken After Reset

On Monday my Brewmaster had the Legion artifact mog on their 1-Hander. On Tuesday I logged in and the mog had been removed. In the UI I can still select Legion Artifacts from the menu, I can select the staff, it shows up in the UI with a cost, and I can click "Apply" but nothing happens. No charge and it doesn't even say "Modified to look like..." or whatever the UI text is.

So, on my Holy Paladin. I've been able to Transmog my 1h + Shield to the 2-handed artifact since... forever. This is no longer working after reset.
Same for my shaman, used to transmog my 2h staff to my resto 1h/shield combos. No longer working.
Whats up with this? I didn't hear a peep about this change, and don't see anyone else noticing this.

Yesterday I could transmog my staff on my guardian druid to the claws of ursoc legion artifact. But today when I logged in to my druid the transmog was gone. I can still see the claws of ursoc in the transmog menu and select them, but when I press "apply" it makes the transmog sound but nothing more.
