This is used in the Sunken Temple on the boss fight with the ghost dragon. These bloods are dropped by the bloodkeepers that you kill during the battle, and one party member must loot them and run to the flames in the corners and put them out.

I'd recommend putting the loot on free-for-all before the battle starts, and assign one party member to loot and use them on the flames, because it can be confusing if, say, the tank or healer has to loot the bloodkeepers in the middle of the fight because it is their turn. Be sure to put the loot back on group loot before the battle ends, though, or else someone may get ninja'd.
