I was doing research about this a while back, and was told that lotro was effectively dead. That was over 6 months ago, but unless it was revived, or I read wrong info, I'd stay away from it.
I don't know what other game you could choose if you want to stay away from wow, so can't help in that department.
But wow is very well maintained, and has a large community.
I'd check on lotro forums what its status is.

I'm a big Tolkien fan. I've read all his books and stories and yes, I saw all the LOTR movies (and own the extended version DVDs). One reason I started playing WoW was because it was so "Tolkien-esque" When LOTRO came out I had high hopes for it and invested in it. I didn't last more than a month. Why? Well, I found the quests boring, I found the toons and their animations boring and basically..I was bored. I wasn't running home and turning on the computer and thinking "Can't wait to play this game." What I was thinking was "When is this going to get good?"
I know it sounds silly but it bothered me that your toons doesn't even talk or say jokes. And why aren't you in Minas Tirith or Rohan? What's with sending you to do a zillion quests in Bree? I should be in there to have a few pints of ale and some pipeweed, not be spending multiple levels there.
The graphics were beautiful and they did a great job in making Middle Earth come alive in that sense. However, I found the quests repetitive (ESPECIALLY the Hobbit quests..How I hated them!) and I didn't like how they set up crafting or the auction house and I HATED porting in and out of every building. I like to experience my game in "real time"..not be ported everywhere. I like to explore the world I play in and I found that impossible to do in LOTRO.
Also, I hated the classes. I know they are trying to be true to Tolkien in this respect (he wasn't into using a lot of magic so having casters in LOTRO is a bit dicey) but I like playing a caster and what was offered just didn't click with me. Having a healer that strummed on a guitar? That just didn't cut it for me and I found it rather irritating.
I guess I just found the game clunky, dated and boring. I even went back a year later and tried again. Didn't last two weeks. I just like WoW because I find that Blizzard does an excellent job of making the game flow well. You really do feel like you are in existing in a WORLD when you play WoW. I like playing my toons and I like that they talk and laugh and say jokes. I appreciate and like Blizzards tongue-in-cheek attitude when it comes to this game. They don't take it all so seriously.
Plus, if you are into the lore of WoW like I am I find it just as satisfying to play from that angle and LOTRO has nothing on it. I can see why some like LOTRO but it definitely wasn't "the game" for me. No matter how many times I've taken a break from WoW and tried something else (I also tried AoC and WAR) I keep coming back to WoW.
