Strange training issue?

Buddy of mine is duel spec prot/holy, and his training abilities are lesser rank than mine, yet we're the same level.
For instance, his Holy light rank is level 7, while mine is 12. No higher levels are available for him to train?
We're also wondering if his prot spec is having the same issue, because his threat numbers aren't where they should be at.
Anyone seen this?

That would make sense, except for no matter what spec he's in, the skills in the spellbook are grossly under ranked. During the night we did more investigating, and found numerous skills that were not giving highest rank, such as consecration, which for him currently sits at rank 3(both specs), whilst he is level 75 and should have rank 7.

Duel spec does not update the action bar of the spec you're not currently in when you learn a new rank of spell from your trainer. Drag the highest rank of the spell into your spell book to prevent this problem.
This is your best solution, mattdel, and your response made no sense. Go to the spellbook, make sure "show all ranks" is NOT checked, then drag the spell to the action bar again and it should update the rank.
If he simply does not have the higher ranked spells, have him go to the trainer and look again. Make sure he has available spells showing (there are options to only show certain things here, he may have accidentally turned available spells off). If nothing here is hidden and he's learned everything he can but doesn't have the spells, then a GM would do more good than forums.
