The only option you have is to take that slider bar you found and slide it all the way to the left.

In game, type /console SET weatherDensity 0
This will set the rain and other weather effect to minimal. I have tried this in Legion and it all but removed the rain. Went from heavy downpour to a light sprinkle. I was unable to see anything due to the thick rain.
