my guide in the paladin thread has a bit of hints in the AoE farming guide section, but for your points,
you don't really need toughness until you hit raids when damage migation actually matters (i.e at level 35, 10% more armor means 1~2 less damage taken/hit)
you don't really need shield spec either...
as for the future, you want imp. holy shield ASAP for damage reflections, then you can move onto the holy tree if you really feel like it
