I'm assuming you are on an eu realm (and not on a us one at silly oclock in the morning).
I downloaded patch... It's done all that... When i log on wow it goes to 'Development' language with no characters or other servers listed
There shouldn't be any servers listed as they are down until 11am server time. As regards the rest of the stuff, just hope it's a bug caused by logging in while the servers are being worked on, and try what clopert said.
