Why is my damaga so low?

I'd check your rotation, make sure you're maximising your damage potential which means on single targets Icy Touch -> Plague Touch -> Scourge Strike -> Blood Strike -> Blood Strike -> Death Coil and for multiple targets
Icy Touch -> Plague Touch -> Pestilence -> Blood Boil -> Blood Strike -> Blood Strike -> Death Coil
One other thing to bear in mind is that to get the highest on the damage meter's default setting (well Recount anyway), is you need to do lots and lots of AoE damage because the overall score is ranked based on damage done, not DPS. So you can have a better DPS than someone, but because it's all single

now, then the rest of the blood tree.
I love having
Bloodworms
for the healing when I'm grinding and questing, but if you want to put that towards more dps, you could of course do
Scent of Blood
, but I don't think that would do you much good in a dungeon setting either, unless you're the tank. And
Hysteria
of course, I'm not too fond of that though.
How are your rotations? Do you make sure to have diseases up at all times? You dump your runic power with some accuracy? There's plenty of ways to play a DK, but not all of them are good.

I also play a blood specced dps.
For talents, my biggest task was getting both Annihilation and Epidemic. These two talents change the way your rotations work. The earlier you get them, the more time you have to work on perfecting your rotation for lvl. 80.
After those two talents, my rotation is such
Single target:
IT > PS > 2xHS > OB > DC dump ----------------TO START
then IT > PS > 4xHS > OB >DC dump ------- EVERY ROTATION AFTER
AoE:
IT > PS > Pest. > BB > DS > DC dump ----------------TO START
then IT > PS > 2xHS (or DnD if up) > Pest. > DS > DC dump ------- EVERY ROTATION AFTER
