Whirlwind - what does it proc?

My warrior's now 57, and I've noticed for a while that whirlwind seems to be a bit sporadic in what it does and doesn't proc. Am I right in thinking that whirlwind will not proc flurry? Will it proc deep wounds? Am I right in thinking whirlwinding while sweeping strikes is up will not do a thing? Does it proc enchants?

According to the patch notes, offhand crits from whirlwind will now proc flurry.

Thing is, I know for a fact that WW does not always proc flurry. I've seen it crit multiple times and not gotten a flurry proc, or been allowed to activate rampage.

It didnt used to proc on the offhand while duel wielding. 2.4 fixed it. Now it does.
