Yep, you can get the voidwalker at level 19. I can only wonder, like Faar does, how you made to 19 without your voidwalker. Ehhh, to one is his own.

You can go the warlock trainer in Stormwind to pick up the quest ( although it is going to be gray, and therefore will not show up on your minimap ). I know it's in the Park, but if you are confused, feel free to ask a guard. The quest should be VERY easy for you at your level. From there, questing should become a little easier for you.

Yeah, if he'd waited another level, he'd have found it when he went to ask the same guy about the succubus.

As for leveling, well, the imp is a decent little gatling gun at the low levels. And it isn't as if Westfall is a difficult place to be...
