Where is all of this dpm and dps?

I respecced fire, originally frost, at lvl 32. I have been messing around with different combos and any of the combos that actually kill the mobs faster than my frost build kill my mana. With my frost build, I could just spam frost bolt and kill mobs without too much trouble and barely put a dent in my mana. Now that I am fire, my mana is getting hit hard, AND, I ma not getting decent dps.

Some of you are going to tell me to get all geared up with crit items. As a lvl 32, this is just a rediculous request, considering the speed I am lvling at. I read that the best dpm is from Improved scorch, but my dps is horrible and I still find my mana taking a hit from scorch. As for fire ball, well, that gets interupted so much due to it's instanely long cast, even witht the shorter cast time, that it's not worth using when the mob gets to me. Also, if I use pyro, then fireball, then scorch until dead, my mana is down almost half by that time. I have 3015 mana too, so for my lvl, that is a very good mana pull. Almost all of my gear is stam/int rares with enchants for more health and int, so I know I am not low for my lvl.

Tell me what the secret is.
