I was in RFC in bear the other day, yes druid is my alt, and I missed every time when I changed to a 2handed mace. I changed back to my staff and had no problem landing blows again. That night I leveled my mace skill and was easily able to hit everything again. Are you sure it does not effect your chance to hit.

If you are inside cat or bear form it does not affect you, if you are outside those forms it does.
