I don't know... I could understand waiting for level ~40 in order to start with the moonkin form (added armor + mana regen) which really helps while levelling but I do'nt see any reason to wait for lvl 50.
(I levelled balance from the start though)

Don't take any guide too seriously - its only a guide, afterall. I leveled a Moonkin from 47-70, no problem at all. Getting some water from a Mage can be helpful, though ;)

Remember, spec'ing Balance does not mean you have to be casting
all the time.
If you have a good melee set, then keep it with you and rather than drink, go Cat/Bear and keep on killing. Sure, you will not be as effective without the spec, but you can easily avoid a lot of money loss by using this method.

I respecced moonkin at level 60 after getting some awesome moonkin rewards in outlands, and in the start it can be very hard and quite boring too until you get used to the spec and find the right playstyle and so on, but after that I found it's quite fun. Lots of big crits :)
