Because Multi-Shot now more or less does what Volley used to do?

they felt that volley didnt belong too the hunter spec and the spell multi shot was actually far better.
so they removed volley and buffed multishot too what it is today. and personally i think it was a good move since multishot indeed fits hunters were channeling volley didnt really.
as far of unique AoE passives for each spec goes, those werent introduced till MoP before that only SV had a special effect added too their multishot.

i think the reasoning was hunters isn't supposed to sit and cast like mages and that was what we did with volley so it was removed and replaced with multi shot

And good riddance - I only ever miss it when they add gimmicks like Lei Shi hiding - we can use explosive trap but only after we know where Lei Shi is (due to the CD).

At the beginning of WotLK, volley was awesome!

Volley was a true caster-type channeled spell with a cast time and no target limit. It was a very powerful AoE attack, but Blizzard devs felt it wasn't sufficiently hunter-like so they eliminated it and redesigned Multishot to replace it. The old Multishot had a target limit of 3; now it has no target limit. The upside of the change is that Multishot has no cast time. The downside is that Multishot is directional and therefore subject to line of site, while Volley was not. Volley also wasn't subject to the hunter's minimum range limit, but now that's finally been taken out so it's not an issue any more.
