10% of 21k armor is 2100, and Due to armor being on a curve, as you gain more armor you get less damage reduction from it.
In a raid 2k armor only adds slightly under 1% reduction (on a 5-8 min boss fight I can understand how this helps) but in pvp, solo, and most 5 mans 1% is worthless and with t7+ gear I'm not even sure if its worth it for anything other than MT on a end game boss.
Sigh, oldest misconception in the book. Yes, 1k armor adds a higher damage reduction with 1k armor than with 25k armor, but conversely, 1% damage reduction is a lot more valuable when added to 60% than when added to 10%. These two effects cancel each other out. Since toughness does not give a flat amount of armor but a scaling amount, it actually gets better the more armor you have.
The talent is also excellent for PvP due to the movement slowing reduction.

Dont avoid it completely, but imo this is the best place to spare some points for talents with better scaling of gain per talent point.
Theory is theory, its sometimes 1% sometimes its 3% of mitigated damage, whatever. 5 talent points is just too much for the gain you wont even notice. I would waste max 3 points there (and so i did)

Keep in mind that if you're specced with armored to the teeth, your attack power will scale that bit more in conjunction with toughness.
Yup, would gain 36 AP for 5 talent points. Wow.

It's a great amount of both effective health and mitigation. No proper tank build can skip it.
The AP side-effect is minimal, but it doesn't hurt.

If you use your tank for pvp, then get toughness. The -duration on snares is great!

1. Deadzone kiting happens, nothing you can do there.
2. Charge/Intercept/Intervene have cooldowns, there will be a time when you can't get out of a snare because of them.
Two of them have a rage cost and a stance requirement as well.
