a healing off set is a good idea to have, and it is possible to heal through instances before heroics as prot in holy gear
however, you will be slowed down for drinking and your heals will not be as effective and it may backfire and give you bad reputation.
I suggest you try out in instances a bit lower than your level and see how it goes for you

If you love tanking, keep with it. Just prove the people who don't trust pally tanks wrong. Get a consistent group of people to run with and eventually you'll gain a following. I know when I find a pally I know I can trust to keep aggro I bug them all the time to tank for me.
As for healing, don't be afraid to pick up some cloth in the beginning to add to a healing set. I'm 64 now and still have a cloth piece or two in my healing set. Don't take it away from a healer in the group if you're tanking, but if it's just going to get melted, grab it. I've healed BF spec'd prot without a problem. Granted the tank was high for the instance, but it is doable, just be ready to drink more and heal preemptively to make sure you don't fall behind.
And what kind of backwards hick server are you on that no one trusts pally tanks? Blasphemy.
