A simple way to fix Tol Barad imbalance would be that if the 3 towers are destroyed, the offensive team only need to capture 2 bases to win it.
This would incite defense to defend towers and would give a chance to offense to actually win it.

Well, as I said, this could indeed solve the problem.
The defenders would have to defend both the towers and the garissons, forcing them to split forces. If they don't, then the towers would go down and would cause an relatively easy win for the attackers.
An additional benefit would be that the forces would spread all over the map, making TB less of a burden for weaker PC's.

Relax your language a bit Quinntus, it's not going to help responding that way at all. In fact, it'll only make it worse - while I do agree that Shadowslide's comment was ... well, unnecessary.
To stay on topic, Tol Barad is indeed Defense favored as it looks now - not related in any possible way to what faction controls it or not. I think Wildhorn's suggestion is actually quite good.

While the tower changes are good and I would love to see some implemented, I for one would also like to see the siege engines get a change. They feel a bit too pathetic at the moment, you plant them by a tower and just take off, leaving them to do their thing, then once the towers are down they just sit there, might as well just allow the towers to be auto attackable and you'd get pretty much the same outcome.
My thoughts right now are that the defense feels like a giant rotation of clump up in one tower AoE spamming the doors, when the offense finally gathers a bigger force and kills you you just take your group and move to the next one, repeat. Maybe have the siege engines be the breakers of this cycle, and once the towers are down they can be places within about 50 yards of a tower and will start firing at the defenders inside, making them have to move out and kill sieges or risk being overwhelmed easily when the attackers finally hit.
At this point I'd accept any changes that would make Tol Barad strategies more complex than the current "Move all ur dudes to this tower, cap, move to next tower."
That or we can put WG and TB on alternating timers staggered by about an hour and boost the WG rewards to match the new honor requirements and that way people can get their fill of world PvP and not have to cry about how imbalanced TB is right now.

tol barad would of been alot better if it was like wintergrasp,where regardless you could always get in.my idea of pvp isnt staring at a queue screen because kids whined about tenacity in wintergrasp in wrath of the lich king
A few options revolving around this issue:
Let everyone who queued enter. This would greatly favor the side with a higher server population. You would be on one side or the other of a greatly out-matched army. I know few people who would call that fun.
Let everyone who queued enter and "balance" the forces with Tenacity. The problem with Tenacity was that if you weren't co-ordinated, it didn't help you.
Let equal numbers of people in based on the time they queued. This greatly favors the clock-watchers who had the window open and were spam clicking the button at 15 min, 1 sec. Not a very fair method.
Let equal numbers of people in based solely on the fact they are queued. This favors no one, although players on the high-population faction will be more likely not to get in.
Basically, the only one whining here is you, because of all possible queuing options, Blizzard chose the most fair method for Tol Barad. The only thing I can think of is to weight players who have not recently entered a Tol Barad battle. In other words, the more often you are forced to sit out, the more likely you will get in to the next battle.
