Some druids ( Chrill, Erestina ) managed to go above 2k with a feral spec.
Probably harder than with a resto build but it is possible.
And if you just want to do some fun arenas games ( maybe hoping get 1700 rating ), spec the way you want and ENJOY it.

you'd be better off with resto in any arena bracket. moonkin also proby better than feral esp in 5v5.
however, i have seen a few feral druids who are very strong and get into high rating zones. these are feral druids who know how to use resto and balance spells effectively.
