The name Tivak didn't ring a bell, and there appears to be no such NPC in the database either. Are you sure that's the right name?

,Dragonblight Map shows where Tivak is supposed to be ,but not there.Maps are wrong in other areas so not surprised.Hut it shows is empty.
Could you be more specific about who Tivak is (did Nathanyal find the right one?) and where he's supposed to be found, according to the map vs where he actually is (if you happen to know)? It could turn this post from being a complaint into a constructive point.

If it is Tivax the Breaker you are looking for (who does indeed drop a key for a quest) he has 2 possible spawn locations, both in huts on opposite sides of Icemist Village.
Nathanyal's link gives a general overview of their location, but just pop your head in all the huts and you'll find him eventually.
