By design, there are some comp v. comp match-ups where you will always be at a disadvantage regardless of spec.
For your comp, strike right away, and try to mess up their opener. Forcefully focus on one person only. Have your resto use cyclone on the lock, and just kill the mage. You may want to use CoS to stay on your target.

depending on the map, try to catch one of them out of position, force them to burn their trinket, KS & pop smokebomb and go to town.

With good CD management you will kill whatever frost mage, fear happy lock, thundersorming shammy that you find.
