A division of persons or things by quality, rank, or grade: bracket, class, grade, league, order, rank.
Basically the armor sets are numbered and tiered accordingly in quality based on not only item quality but in progression / difficulty of obtaining, etc.

Dungeon 1 was old school 60 instances (Stratholme, Scholomance, Lower Blackrock Spire, Upper Blackrock Spire).
Dungeon 2 was a long upgrade quest once you had most/all of your Dungeon 1 set.
Dungeon 3 is obtained in Outlands 70 instances (Shadow Labs, Shattered Halls, Arcatraz, etc.)
Teir 1 was old school Molten Core
Teir 2 was old school Blackwing Lair/Onyxia
Teir 3 is in Naxxaramas
Teir 4 is in Kara/Magtheridon
Beyond that I'm not too sure, not 100% sure about T4 either. Not a big raider heh.

I realized Im keeping my MM Hunter at 60 for Pvp
Im working on full 60 PvP Epic atm
Hitting 1800's on squishys as of now.

The actual term of "Tier" for WoW was originally used by developers when making the game, and it some how leaked out and stuck with the community in terms of calling the gear sets that.
I read it somewhere, too lazy to find it again.
