Current SpecThe role that is being played is OT, so maximum threat output is the primary goal. So my question is this; Why is anger management not in any tank spec? More rage = More threat, yes? Is there some hidden tank fact that I don't know about?
I don't know where you have been reading, but majority of raid-tanking builds are focused around
one tank (the main one, of course). So, as an OT, the primary goal should be to support the main tank. One should refrain from focusing too much on individual aspects when discussing player roles in a raid environment. At least, this holds true for the relationship between the main & off tank.
That said, the talent spec you hold
most closely resembles a high-efficiency "all-around" tanking build. A proper example of this would include:

They also typically include talents such as Improved Sunder Armor & Improved Heroic Strike. In a raid environment, this is usually less of an issue for a main tank since rage is more abundant. I hope this is clear enough for you to understand the direction this is going, =)
I've had to really convince myself that Imp Def Stance (6% reduced spell dmg taken) is really worth it, but it's kept for when I MT and go into "progression tank" mode. Yes, I still lack Imp Demo shout - but I like to push threat meters like dps'ers like to push dps meters.
This is a worthwhile talent, but keep in mind it is
useless in certain situations. However, when in magical encounters it really does shine. The trick is to determining which situations & encounters one is going to be in -- let that determine whether or not the talent should be kept (not worth it unless you take all 3 points, imo).
I'm essentially done with Kara gear (14k unbuffed, uncrittable) and looking for ways that I can let my dps'ers go nuts. I know cruelty+Imp demo shout are biggest mitigation abilities - I want Cruelty, but would have to give up Imp Def Stance for it. And... something...
Some people are definitely going to tell you to take Cruelty, but there
are exceptions when Cruelty (or even One-handed Specialization) can be removed from a talent build in favor of other options. Keep in mind, these are advanced options & one better be prepared to lose the talents when the decision is made. Please remember a lot of information here is greatly simplified & advanced tactics/scenarios or even exceptions can & sometimes are left out intentionally. The general rule of thought is that if a player is beyond all knowledge written on these forums (at least by me), then that player is more than capable of finding more technical research.
Having said that, one of the easiest things to do in terms of increasing your threat generation would be to re-take Cruelty. While not a stable, reliable source it does in fact increase threat generation & is a "staple" of almost all builds.
