Max Cruelty. More crit is actualy good for tank, since your attack/shield slam can crit!
Improved Revenge is a waste of points. Bosses are immune to stuns, most mobs in raids too, no extra aggro generation though.
Improved Heroic Strike imo should be maxed always. Good for TPS to hit both with Heroic Strike and Devastate every few seconds.
