Depends on what stealth watch you're using. For me, the Cloak and Dagger is best paired with the Ambassador, while the Enforcer works best with the Dead Ringer.

The Enforcer's penalty is nullified with the DR. Actually the Enforcer is just generally OP, but especially so with the DR.
For added fun, pair both of them with the Big Earner. DR, decloak, stab two people, Enforcer kill like three people with the gun's six bullets because it's insanely OP, then recloak using Big Earner cloak.
