I don't know why the mechanics of a third faction would be hard. All they would need to do, it make a third option, out of choosing horde, alliance, and another faction whatever it would be called. You can choose any race to be part of that faction, but you then start of neutral with both horde and alliance. You then get the option to level rep with one side, not fully part of that faction (imagine like argent crusade is to horde/alliance), but enough to make the other side hostile with you, much like scryer and aldor.
you have no access to auction houses and banks in a faction city, but you would gain access to things when your reps higher.
You might as well start at "Unfriendly" with both primary factions then.
fair enough. pvp could be worked out in some way, unless it was asigned to have a neutral faction for those not doing pvp, just pve.

Everyone of course; all the races, even those that want nothing more then to smash each other faces in; Trolls and NE's skipping down the streets of Stormwind, Dwarves and Tauren drinking brews at the taverns, Goblins and Gnomes not trying to blow each other up, Humans and Orcs just having a gay ole time together, Worgen and Forsaken playing Frisbee in the Undercity, and Blood Elves and Draenei sipping tea in the center of the Exodar.
Wow, even for me that's sarcastic....meh.

look at factions like the argent crusade, the kirin tor, they seem to include all races. Imagine your character, like an charater in a warcraft story, steps away from the war between both sides and joins in the fight against the real threats in the world.
imagine working as a double agent, with bound to all or nothing.

Yup...too bad they still have Faction pride; if they didn't, that whole Anderhol incident wouldn't have happened, and Koltira wouldn't be being tortured by Psycho Queen and her Inquisitors. The Neutral factions may fight together, but the hatred is there: If it wasn't, Alliance and Horde areas of Dalaran, with guards who teleport you away, wouldn't exist, or the AT grounds wouldn't have a Sanctuary spell laid over it to keep violence from happening.

Thats for the alliance and horde as a faction. The AT debuff wouldn't effect anyone not associated with them. You notice you as an alliance can buy from a troll and tauren vendor at the grounds.

Aye... but I can't attack them, due to the buff keeping violence from happening. Sure there are those who are part of the Neutral factions who are fine with fighting alongside the opposite faction(such as Darion's Argent Dawn allies...to a point anyways), but that's not the standard thought that goes through out Azeroth. Also, if the Buff wasn't there...so I could kill members of the Third faction that weren't allied with the people I was friendly with? Man, talk about war zones all across Azeroth and Outland.
A 3rd faction doesn't work in an MMO like Warcraft, and you more then likely won't see ever see it.

How I'd play it?
If you went neutral, your rep with your previous allied capitals (except possibly your own) would be reset to neutral (or maybe friendly). You still wouldn't be able to go into the opposing faction's city without flagging. If you flagged, you'd be "arena flagged" (anyone could attack you). And you could group with loyalists from your previous factions, or with other neutrals.
Then again, if I were to design an MMO, I'd allow any given race to ally themselves with any number of factions and "go to war" with specific rival groups.
But back on topic: Garrosh now has fanboys every bit as rabid as Varian's fanboys used to get. Apparently, insulting female worgen by comparing Sylvanas to them makes him a "badass."

I'm betting on tricks for the Val'kyr; probably offered them something similar to the Lich King's deal. She probably didn't take the Ymirjar because they would have been harder to manipulate then the Val's....provide those are actual Val's and not the Dark Lady's army of Banshee's in control of them.....
