I've been trying to rack my brains tinking of a way to cast Blessing of protection on both the target and the target of my target, but only if my taunt is on a cd. anyone got any idea?

Technically there is no way to check of something is on CD... The game should skip every command that is not executable, so something like this should work...
/cast Righteous Defense
/cast Blessing of Protection
Since RD triggers the GCD, you shouldn't be able to cast BoP if you have already cast RD. If RD is on cooldown (I think!) the macro will skip the first line and go straight to the second.
