i'd probably go with the helm of the claw.
compared to the dragonhide helm it has
-15 int
-21 resil
-30 armor
+3 agi
+22ap
+14 hit rating
the 30 armor translates to roughly 120 armor in bear form(correct me if i'm wrong)
and from what you say, you need some extra help in the threat generating area.
in all honesty, one of the best tanking helms you can easily get is
http://www.wowhead.com/?item=28127 it has a bit less agility, but the armor/stam/resil more than make up for it.
if you need a good tanking helm NOW, get that one. but if you're ok with the helm of the claw and can hold on for a bit, you'd definitely be better off with
http://www.wowhead.com/?item=31968 when it becomes available for purchase through honor in a few weeks.
i know, some of the pvp substitutes dont compare to the Tier gier or some of the badge rewards, but in terms of attainability, they're the way to go. seeing as how u just dinged 70, you'll probably want to start gearing up for raids, the S1(or S2) gear is a really good starting set, and you'll most likely use some of the pieces till T5 content.

If you are going for helm of the claw make sure to disable "Show Helm" in Interface options.
