The overall question when I read your post was:
What exactly are you trying to do?

I'm going to go out on a limb here and guess you're trying to find a way to use Thunderclap in Defensive stance without losing much rage (by taking Imp. Charge & Anger Management).

The solution is...you don't need a solution; Thunderclap was changed quite a while back to allow you to use it in all stances.

After reading your post again carefully & trying to understand what you were trying to accomplish I reviewed your talent build:

Unbridled Wrath won't make reasonable difference; for better use of those 2 points dump them into Imp. Demo. Shout (only 2 of 5 ranks work on bosses)
Imp. Charge is utterly useless as a Prot. tank, save the rage on Heroic Strike by placing your two filler points there
Imp. Shield Block - This is required.
Imp. Revenge - this is for regular 5-man content almost exclusively
Focused Rage - This is required.
Imp. Shield Bash - This is optional, more filler than anything...I wouldn't put any in this if you're going to take Anger Management (you have to sacrifice something)

You have to put a filler point in Prot., but you can put it anywhere else like Anticipation or Imp. Shield Wall (my template build has it in Anticipation).
