when i first started playing i wondered the same thing, after each patch, no youll have to pay to respec. i came after TBC was out so, but my brother had a mage pre TBC. Blizzard reset all his talent points and i specced an ice mage for his lvl 60. so after each expansion they will reset the talents for free. (either that or cause my brother cancelled his account it reset everything for him, i reactivated the account about 7 months later after TBC came out)
They will actually reset talent points depending on how drastically they were changed during the patch. But yes, like you said Aghora, when TBC came out, they reset a lot of classes talents because of how much it changed.
