I believe you have to get artisan riding before you can purchase master riding.

Correct. You cannot skip training levels.
Riding (Apprentice) --> Epic Riding (Journeyman)
Flying (Expert) ---> Epic Flying (Artisan) ---->310 Flying (Master)
You can learn to fly in the Old World before learning Cold Weather Flying, but that is it.

If it helps any, you shouldn't notice missing Master Riding unless you're flying a fairly long distance (Rut'theran to Felwood comes to mind.) I'm not saying that the difference is trivial, but that its generally more noticeable the longer the distance flown.
