The Forgotten Coast is 3:1 horde being dominant, if you're a usa player you could give it a try.

Not sure about how much the horde on my server "cares", but PVP-wise, we kick ass. I've had days in which we won every single game. I'm guessing that's probably because of an imbalance of Horde to Alliance players. It's Demon Soul by the way.
Edit - If you want to check server population, timezone, etc. try Wowwki.
