[Suggestion] GCD state of spells

Primarily as a resource for the macro community - it would be useful to have information in the spell details about whether a spell is on the global cooldown or not.
Could this be automatically determined - I'm not exactly sure how/if it can be done - but it would certainly be useful information.

If it is dataminable, there are a couple of useful bits of GCD information that would be nice to see...
Does it trigger a GCD?
Is it blocked by an active GCD?
Some spells can be cast during a GCD and don't cause a GCD; some can be cast during, but DO cause; some can't be cast during, and don't cause; etc.
