well the DK is full of it on the "raping in heroics" part
but in 25 mans where there is more than one HaT rogue the spec does pretty noticable dps

Is HaT dependant on party groups or does it work as well with raid wide buffs too? I was looking at this as a possible dual spec.

Dependant on party. The real absurdity of it's dps is coming from a bug actually. It would be no better than other specs if you were the only one specced for it. It'd actually be worse if you ask me.
The problem is HaT has the old Seal Fate bug. The more people in the party with it, the more CPs you get when someone crits. So a party of 2 BM hunter and 3 HaT rogues get 4 CP on every proc, which someone is gonna crit every second in that party. Have the rogues use Evis glyph and a spec similar to Red46's and you'll have 100% rupture uptime and spam Eviscerates out the ass. There is some debate about spicing in Envenoms, but in my experiments it seemed more of a hinderance.

Fist/Dagger and other combat builds will take main stage post next patch though Mutilate will arguably still be just as much a competitor, to actually answer your question, yes, as said by everyone else there is HaT but that exploits a glitch and will be remedied in the next patch almost without a doubt. No other spec can hold it's own against combat or Mut so don't bother.

Expect HaT spec to get nerfed or removed completely in 3.1 or even hot fixed. It goes against what blizzard intended where all specs that can dps have an oportunity to top the meters assuming equal gear and the only remaining variable is skill.

If blizzards intention is to have all the classes that can dps be able to top the meters with equal gear then what exactly is the rogues benefit to raids over the other DPS classes who have other helpful abilities. I always feel the rogue should be the primary dps dealer as that is really all we can do which is helpful in raids. If we are not meant to be then give us a group buff, or something that levels us out.
I don't disagree with you there but at the same time rogues shouldn't feel entitled to the top dps meters just because we are rogues and can't do anything else. We should require some level of skill and should have real compition in order to do it and not just from hunters, locks and mages.
