before 60, just get Agi and Stam. They will do the job for an easy leveling.
Nothing can gives a better regen rate except talents ( Adrenaline Rush, Combat Potency, etc... ) and consumables.
Only two things can gives a higer energy bar. Vigor ( talent from the Assa tree ) and the t2 and arena set bonus.

I have a lvl 23 NE rogue. Alot of fun, but after reading some of the posts it looks like I should have rolled an undead, oh well, still fun.
Is there any way to boost energy or slow useage, ie. intellect.
I am pumping up agility and stamina but wondered if there was anything else to help

Yup this is about the time I thought the same but I continued. I will be level 40 today FYI and I'm having a blast.
