I can only give you a general stat priority for PVE, coz I don't do any PVP.
Generally, it's
int > hit > haste > crit > mastery.

It's very similar, if not identical on both. The biggest difference is in gems, where I stack pvp..

Not true.
For PvP you want Mastery more than Crit or Haste (or Hit, since you don't need a lot to cap). On top of that, you'll be using Mage Armor instead of Frozen Armor in PvP, since you basically will freeze + shatter a lot, and mastery increases the damage on frozen targets (thus the more mastery, the better).
Mastery is useless in PvE because bosses don't get frozen.
I suggest you check youtube for videos from Cartoonz, the guy is a pro WoW PvP player, and plays with Frost Mage. (An example of his videos
here
)
One of his videos covers macros, glyphs, talents and gameplay for Frost PvP.

Mastery is useless in PvE because bosses don't get frozen.
This is me being anal, but FoF-ed Ice Lance and BF-FFB does benefit from Mastery. It's still our worst stat in PVE though.
