Are talking soloing or groups? In groups I go all starfire because I wont go oom so much then, and when soloing I start with 2 starfires and if they are not dead then I use a wrath and they most likely die.

There is no unique answer, it depends on situations. The things to keep in mind are :
- starfire is much more mana efficient, and gains dps from Nature's Grace
- wrath is more dps at lower spell damage levels (unless CoS is applied), less vulnerable to interruptions (even without Celestial Focus), and allows for more damage against mobs that die fast.
I mostly use starfire in every situation unless the mob is pummeling on me. Wether i am farming or running an instance or raiding, i prefer to have mana efficiency to the small increase in dps that wrath might provide (if there is no CoS)
