I just switched to 38/2/0 for disc healing in the 49 bracket pvp. Not a huge fan of holy but to each their own I guess. If I may comment on some of your talent selection:
5/5 Holy Specialization - 5% heal crit is nice, but its not something you should necessarily count on. Personally I would move it to 5/5 Spell Warding to improve your survivability against ranged caster dps. Healers often get focused in bgs and with the limited LoS options, its nice to have some sort of damage mitigation.
3/3 Inspiration - Not a huge pvp talent. The added armor won't mitigate magical damage, which your warrior friend is most susceptible to, and will not really help against melee opponents as he is already wearing plate in that bracket.
2/2 Searing Light - Added DPS from smite? IMHO you're better bursting occasionally with mind blast and/or using mana burns or even using spam dispels than casting smite.
If you plan on keeping those 10 points in disc, I recommend putting 1 more in for Inner Focus. Inner Focus will get you a free gheal with 30+% crit, can be activated with less mana than is required for the actual heal (i.e. can be oom but still cast that heal), and is on a pretty short cooldown.
IMHO the following build would offer you a bit more survivability with more focus on the holy tree than what you are previously running.

I personally like 1/3 blessed recovery as it is great dispel fodder for when you are getting focused by purge happy shammies and enemy priests alike.

The gear you plan on getting vastly outgears what I'm currently wearing. I plan on swapping some pieces for more +heal as I just respecced from 0/0/40 shadow today.

That build you linked is pretty solid with the exception of Improved Inner Fire. It's simply not a great pvp talent and the points are better spent elsewhere. I'd suggest replacing it with 3/3 Absolution, as spam dispelling is a large part of priest play.
A lot of people pick up 2/2 Imp PW:F, but I choose not to on the basis that it is easily dispelled and the points are better spent on other talents. In my opinion, I would replace it with 2/3 Focused Will for better survivability.
One of the things about playing 38/2/0 in the 49 bracket is that you don't have a 2.5s gheal. With the new 2.4 changes to Power Infusion however, you can have 15s worth of 2.5s gheals, which IMO is a lot stronger in that bracket than +20% heals as per the 2.3.3 version of PI.
Oh, and I also dinged accidentally on a BRD run, doh! I guess I'm gonna grind to 70 now.

I'm not the most knowledgeable on twinks in general, but from what I hear a 49 spriest murders in BGs.
